Abstract This Decree-Law, consisting of 206 articles divided into ten Chapters, approves the revision of the Legal Framework for Territorial Management Instruments, approved by Decree-Law No. 380/99. It develops the basis of public policy for soil conservation and rehabilitation, land use and urban planning, defining the coordination system at the national, regional, inter-municipal and municipal levels of the territorial management system, the general land use regime and the elaboration, approval, execution and evaluation regime of territorial management instruments. The policy of territorial planning and urbanism is based on the territorial management system, which is organized, within a framework of coordinated interaction, in four areas: a) National scope; b) Regional scope; c) Intercity scope; d) Municipal scope. The National scope is achieved through the following instruments: a) National programme of territorial planning policy; b) Sectoral programmes; c) Special programmes. The Regional scope is achieved through regional programmes. The inter-municipal scope is achieved through the following instruments: a) Intercity programmes; b) Inter-municipal master plan; c) Inter-municipal urbanization plans; d) Intercity detail plans. The municipal scope is achieved through the following plans: a) Municipal master plan; b) Urbanization plans; c) Detailed plans.
