Abstract

Operators of installations undertaking any activity listed in Annex I to Directive 2003/87/EC resulting in emissions specified in relation to that activity shall apply for a special permit to the Ministry of the Environment. The latter shall issue a proportion of the total quantity of allowances on the basis of the information submitted each year by operators (art. 2). Article 2-bis lays down penalties.
