Abstract This Decree-Law, composed of 6 articles, introduces into the National legal system the provisions set in EU Council Directive No. 2003/61/CE of 18 June 2003. It introduces the new discipline on EC comparative tests for the harmonization of technical certification methods for the following plants: seedbed vine-stock and young plants material, vegetable and fruit, ornamental plants, real seed potato and seeds for agriculture and horticulture.It adds article 22 to Decree-Law No. 277/91; it also amends Article 15 of the Decree-Law No. 237/2000, article 16-A of the Decree-Law No. 216/2001 and article 23 of the Decree-Law No. 75/2002.
