The Board may refuse to grant a new licence or transfer or renew or remove an existing licence or may suspend or cancel an existing licence in specified circumstances and may attach conditions to the grant or renewal of a licence. A retailer who sells licensed produce or offers or exposes it for sale except under and in accordance with, and on such premises as may be specified in, a licence shall be guilty of an offence.
