They guide the conduct of sugarcane millers, growers and out-growers. They provide that these participants in the sugarcane industry may organize into associations and register as representatives of millers' interests. The Regulations prescribe forms of agreements, attached in its schedule, and specifically mention the forms for agreements regarding the transportation of sugar, its farming, supply, etc. Under this Regulatory, it is manadatory for millers and out-growers to develop and submit sugarcane development plans to the authority and the respective County Government. The requirement for the plan is geared towards economic facilitation and harvesting. Growers are further required to use certified seeds. Essentially, the Regulation establishes and provides for the constitution of the Sugarcane Pricing Committee to determine the pricing formula for sugarcane.
