Licenses for the operation of a rice factory shall be granted by the Minister in the form as set out in the Schedule to these Rules. The Minister may refuse to grant or renew a licence if: (a) sufficient number of factories already exists in a particular area; (b) the applicant has not conducted his or her factory according to the provisions of the Public Health Act or any rules made thereunder; (c) the Minister holds that there is another reason to refuse in the interest of the rice industry. No person shall operate a factory except under and in accordance with the terms and conditions of a licence. Every licence shall be valid for an initial period of two years, and may be renewed annually. The Minister shall keep control on rice factory operations and may suspend or revoke a licence.
