Only cattle that have been branded in accordance with these Rules may be grazed with a permit from the District Commissioner of the district in which such controlled area is situated. A permit may specify the number of each class of cattle and the maximum numbers of bulls and adult male castrated cattle that may be grazed. Such numbers are set out in the First Schedule to these Rules. The District Commissioner shall keep for each controlled area a register of the names of the owners of cattle.
