"Basic public service" includes a service, whether provided by the public or private sector, relating to communication, energy, health, sanitation, transport and water, the interference with which may prejudice the livelihood, well-being, daily operations or economic activity of the public. The main purpose of this Act is to secure critical infrastructure against threats, whether man-made or natural. The Act establishes the Critical Infrastructure Council, which shall consider any application for declaration of infrastructure as critical infrastructure and make recommendations on such application to the Minister. The Act also defines the functions of National Commissioner (as defined by this Act). The National Commissioner shall establish and maintain the administrative systems and procedures necessary for the implementation and enforcement of this Act and support the Critical Infrastructure Council and the Minister in the administration of this Act. An application for declaration of infrastructure as critical infrastructure shall be made by the Commissioner to the Council. The Act sets out the requirements for declaration of infrastructure as critical infrastructure. It also defines the powers and duties of person in control of critical infrastructure.
