Production and treatment of such cotton seed shall be carried out by the Agricultural Officer. The Agricultural Officer may, with the consent of the Administrator in Council, enter into an agreement with a grower so as to secure the successful propagation of special cotton seed. The Ordinance specifies conditions of such agreement. No cotton seed shall be planted except under agreement or if there's not enough supply of cotton seed. The Agricultural Officer may in such case select other seed. All non-selected cotton seed shall be destroyed. The Ordinance also provides of the creation of the Cotton Research Fund.
