Section 3 specifies various offences in relation to the making and sale of copra. Any licensed trader who has in his possession any bad or damaged copra also commits an offence. Section 5 prescribes penalties. Section 6 concerns the appointment of officers, whereas section 7 defines the duties of inspector. No person shall be granted a copra buyer's licence under the Licences Act until the Director of Agriculture, Forests and Fisheries or other officer approved by the Prime Minister has certified that such person possesses the proper plant platform and other facilities necessary to the satisfactory drying of copra. The Minister of Agriculture, Forests and Fisheries may make Regulations to provide for: (a) the proper storing of copra; (b) the erection of platforms or other plant for drying copra; and (c) the duties of inspectors in general for the better carrying out of the provisions of this Act and in particular.
