They prohibit the: (a) keeping of a horse; (b) the sale a of a horse; or (c) operating a sporting or cultural event involving horses, on premises that are not registered. The owner or person in charge of a premises entered on the register shall maintain such records of the movement of a horse to and from the premises as the Minister who maintains the register may from time to time require.
