An application for a permit to import wheat flour shall be made to the authorised officer of the Ministry of Trade and Industry. Where the authorized officer is satisfied that an applicant is a fit and proper person and that such person has complied with all the conditions specified for the issue of a permit, he or she may authorize such person to import wheat flour on such conditions as may be specified in the permit. Appeal against decisions of an authorized officer may be had with the Permanent Secretary of the Ministry of Commerce and Industry.
