The text requires any Member who wants to participate in a new fishery to notify the Commission in advance and provide information on the vessels and licences involved. This measure requires a Member who wants to start a new fishery to wait for the Commission’s approval after submitting a notification with all the necessary information and fee, and to follow the Data Collection Plan and the bottom fishing rules if applicable. This measure states that only vessels that comply with all relevant conservation measures and have no record of illegal, unreported or unregulated fishing can join new fisheries, and that the Commission will decide whether to approve a new fishery based on the information and advice from the Scientific Committee.
