Abstract This CMM establishes the standards, rules and procedures to establish the SPRFMO OP and to ensure it achieves the objectives specified in Article 28 of the Convention. The Members and CNCPs shall only deploy observers sourced from a national observer programme or service provider accredited according to the provisions of this CMM. The CMM further provides that Members and CNCPs shall ensure that all fishing vessels flying their flag carry observers from a national observer programme or service provider accredited under the SPRFMO OP to meet the minimum levels of observer coverage.
