Abstract

This Resolution is enacted in light of the provision of Section 14 the 1987 Constitution and the United Nation Framework Convention on Climate Change (UNFCCC), the UN Sustainable Development Goals and the Sendai Framework on Disaster Risk Reduction, and other treaties and international agreements addressing the impacts of climate change and pursuing a framework for disaster risk reduction in cooperation with the global community. This Resolution provides for mainstreaming and strengthening human rights-based and gender-based approaches in the formulation and implementation of climate change policies and plans. Further Climate Change Committee (CCC) ensure that women and men participate in the planning and formulation of national, local and sectoral policies, programs, development plans, as well as in international negotiations. The CCC ensure gender mainstreaming when convening and constituting all decision-making and recommending bodies and panels in the performance of its duties and that the CCC cooperate with the Philippines Commission on Women, the Department of Social Welfare and Development, the Department of Environment and Natural Resources and other related authorities for accomplishment the objectives of this Resolution.
