These Regulations apply to Canadian ships in all waters and to all ships in waters under Canadian jurisdiction. Section 3 establishes that no ship of any class shall navigate in any shipping safety control zone prescribed under sub-section 11(1) of the Arctic Waters Pollution Prevention Act unless the ship complies with these Regulations.
