The Regulation however does not apply to prospecting, exploration, and production of hydrocarbons; geological research, which is related to construction, installation, and operation of structures in internal public waters; and geological research, which is related to construction, installation, and operation of structures and which takes place in accordance with the laws and regulations regarding sea environment protection and management.
