The Regulation does not apply to the seed intended for bringing out (exportation) to the countries other than the European Union Member States. According to the document, the seed must be imported, grown and marketed in accordance with the laws and regulations regarding plant quarantine. Expenses related to the seed field inspection, post-control for viruses, determination of plant quarantine organisms in a yield and soil samples, analysis of potato tubers for determination of their quality, and also manufacturing of the label – plant passport – must be covered by the relevant person in accordance with the laws and regulations regarding the price list of paid services of the State Plant Protection Service. More specifically, the Regulation provides requirements for registration of seed growers, seed processors, packers, importers and traders; seed categories; seed growing; inspection of seed growing fields; post-control for viruses of seed potatoes; assessment of the quality of the seed lot and determination of quarantine organisms; packaging of seed; labelling of seed packages with official labels; marketing of seeds; and seed documentation.
