Abstract

These Regulations seek to ensure that New Zealand does not suffer an outbreak of a transmissible spongiform encephalopathy from feeding ruminant protein in feed supplements to ruminant animals. Regulation 3 prohibits the feeding of ruminant animals with ruminant protein. Operators shall prepare and register ruminant protein control programmes to be submitted to the Director-General, who may review them at any time and may suspend operations or cancel registration of a programme (regs. 5-11). Persons who supply feed and fertiliser containing ruminant protein shall be required to label their products as suitable or not for feeding to ruminant animals (regs. 13 and 14). The Director-General shall require feed suppliers, ruminant farmers, and producers to maintain certain records (regs. 15 and 16). Penal provisions are given in regulation 18.
