Art.4 prohibits the export of air-dried cow hides, unless they are in transit via Sudan. Art.5 permits to buy cowhide or any other skin for the purpose of (i) selling it again or (ii) exporting it only if in possession of a license that entitles him, in the first case, to buy, sell, process, or otherwise trade in those skins inside Sudan, and, in the second case, to buy and export them from Sudan, provided that the license includes all the aforementioned purposes. Art.6 deals with license application and grant. Art.7 establishes that it is permissible for any trader or exporter to buy any cowhide or any other skin only in the places designated for purchase. Art.8 states that it is permissible for any veterinary inspector to enter and inspect any place where skin business is conducted and take the relevant measures.
