Abstract

This Law sets forth basic procedures and rules for all kinds of livestock production; improvement activities for increasing livestock productivity; protection of gene resources of domestic and wild animals; race log registration; natural and artificial insemination and embryo transfer; cloning and other bio-technological activities; and other activities on livestock improvement. The implementation of this Law will be made in accordance to the Regulations which will be prepared by the Ministry of Agriculture and Rural Affair within one year. The provisions of the previous Regulations on the implementation of revoked Animal Improvement Act No. 904, that are not contrary with this Law will be in force until new Regulations be enforced. The Law authorizes the Ministry of Agriculture and Rural Affairs (MARA) to take all necessary measures for animal improvement. Unions can be established for improvement, breeding and marketing purposes. Race logs will be kept by MARA or by an agency in each province which will be authorized by MARA. Farmers who wish to register their animals to the race logs will apply to the corresponding agency and animals that comply with the criteria determined by MARA will be registered. MARA is authorized enforce artificial insemination in required regions and establish necessary labs for this purpose. Individuals, companies and private institutions who wish to set up laboratories and establishments for natural insemination, artificial insemination, embryo transfer, and to execute cloning and other bio-technological activities should have consent of MARA. MARA can grant premium for artificial insemination and embryo transfer activities. Importation of any kind of breeding animals, sperms, ovum, embryo, egg, and other biological materials are subject to control certificate.
