It amends the Animal Health Act 1981 in parts dealing with the outbreak of diseases, in particular Transmissible Spongiform Encephalopathies (TSEs) in livestock. For this purpose, the Act make provision for the establishment of a breeding programme aiming at breed resistance. It also provides additional powers to prevent the spread of animal diseases regarding, among other things, slaughtering, the issue of "Biosecurity codes" and animal treatment.
