Abstract

The Minister appoints a Director who shall be charged with the following; (a) ensure successful implementation of all provisions of this Act; (b) list and maintain lists of all notifiable diseases; (c) categorize diseases into lists according to criteria prescribed in the regulations made under this Act; (d) establish expert advisory committees for each regulation to advise on technical matters relating to provisions of this Act; (e) issue official position on the method to be used in the diagnosis, control, treatment, disposal, quarantine, for each notifiable disease and cause the same to be published in print media yearly; (f) establish and maintain a national veterinary laboratory system and other means for analysing products for the purpose of this Act; (g) regulate the use of animal pesticide, vaccines and any other related products that may be used under this Act; (h) define areas to be under the jurisdiction of Inspectors; and (i) cause publication of areas to be under the jurisdiction of Inspectors. The Minister also appoints inspectors and some other staff. Furthermore, the Act regulates the following measures; The Minister is empowered to issue regulations containing measures for checking and handling livestock disease outbreaks including the technical steps to be taken in order to effect quarantine and spell out epidemiological demarcations for buffer zones or areas and infected areas; another regulated measure is on the powers of the Inspector to regulate the disposal of carcases, animal produce, feed, litter, animal waste and any other things associated with disease within the infected area. The Act restricts the following activities with regards to animals; the movement of animals, animal products, feed, litter, or animal waste, from an infected area without the permission of an Inspector; An Inspector may seize, destroy, bury or otherwise deal with any animal, carcase, animal product feed, litter and animal waste which shall have been moved contrary to the provisions of this Act; The carcases of animals dying from the disease shall forthwith be buried or disposed of in any manner prescribed by the Inspector and in accordance with existing control regulations for the disease under consideration; No owner of any animal infected or liable to be infected with the disease shall leave the area without having complied with such directions for preventing the spread of disease as may be given by an Inspector. The Act makes strict provisions for the creation of barriers for animals, the isolation and separation of diseased animals, the isolation of animals in infected areas, quarantine, among others. The Act provides for measures for checking diseases of animals that are not livestock.
