Any sugar cane grower who fails to comply with this rule shall be guilty of an offence. This rule shall not apply to a sugar cane grower who has the written permission of the appropriate factory to use the sugar cane for planting purposes. No owner of a specified factory shall buy sugar cane from any other person except the sugar cane growers specified in relation to that factory.
