Abstract

The Agriculture Improvement Act of 2018 provides for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2023, and for other purposes. Among others, it provides for agriculture risk coverage ; marketing loans; loan rates for nonrecourse marketing assistance loans; economic adjustment assistance for textile mills; special competitive provisions for extra long staple cotton; availability of recourse loans; sugar policy; dairy margin coverage and other dairy related provisions; supplemental agricultural disaster assistance; noninsured crop assistance; wetland conservation; conservation reserve program; farmable wetland program; environmental quality incentives program and conservation; grassland conservation initiative; watershed protection and flood prevention; soil and water resources conservation; emergency conservation program; conservation of private grazing land; wildlife management; feral swine eradication and control pilot program; agricultural conservation easement program; promotion of agricultural exports to emerging markets; supplemental Nutrition Assistance Program; commodity distribution programs; seniors farmers’ market nutrition program; purchase of fresh fruits and vegetables for distribution to schools and service institutions; service of traditional foods in public facilities; micro-grants for food security; Buy American requirements; farm ownership loans; socially disadvantaged farmers and ranchers; qualified beginning farmers and ranchers; rural development; access to broadband telecommunications services in rural areas; rural energy savings program; the Council on Rural Community Innovation and Economic Development; expanding access to credit for rural communities; water, waste disposal, and wastewater facility grants; tribal college and university essential community facilities; emergency and imminent community water assistance grant program; rural microentrepreneur assistance program; additional amendments to the Rural Electrification Act of 1936; agricultural research, extension, and education; National Agricultural Research, Extension, Education, and Economics Advisory Board; nutrition education program; continuing animal health and disease research programs; new Beginning for Tribal Students; Hispanic-serving institutions; research equipment grants; University research; extension service; supplemental and alternative crops, hemp; special authorization for biosecurity planning and response; the Food, Agriculture, Conservation, and Trade Act of 1990; clarification of veteran eligibility for assistive technology program for farmers with disabilities; national food safety training, education, extension, outreach, and technical assistance program; grazing lands research laboratory; mechanization and automation for specialty crops; semiarid agroforestry research center; forest management; categorical exclusion for greater sage-grouse and mule deer habitat; clarification of research and development program for wood building construction; wood innovation grant program; community wood energy and wood innovation program; tribal forest management demonstration project; bioenergy program for advanced biofuels; specialty crops market news allocation; local agriculture market program; organic production and market data initiatives; organic certification; national organic; crop insurance; treatment of forage and grazing; crop production on native sod; use of national agricultural statistics service data to combat waste, fraud, and abuse; livestock; animal disease prevention and management; sheep production and marketing grant program; national Aquatic Animal Health Plan; veterinary training; regional Cattle and Carcass Grading Correlation and Training Centers; agriculture and food defense; biological agents and toxins list; historically underserved producers; urban agriculture; tribal Advisory Committee; beginning farmer and rancher coordination; agricultural youth organization coordinator; availability of Department of Agriculture programs for veteran farmers and ranchers ; improvements to United States Drought Monitor; dairy business innovation initiatives; prohibition on slaughter of dogs and cats for human consumption; labeling exemption for single ingredient foods and products; national oilheat research alliance; baiting of migratory game birds; agriculture wool apparel manufacturers trust fund; wool research and promotion; emergency Citrus Disease Research and Development Trust Fund; establishment of food access liaison; eligibility for operators on heirs property land to obtain a farm number; extending prohibition on animal fighting to the territories; and exemption of exportation of certain echinoderms from permission.
