The Rules prescribe, in the Schedule, forms for such orders and programmes, require each provincial agricultural board to specify an earliest and latest date of planting for each crop and specify conditions of cultivation that shall be observed in order to be eligible for the guaranteed minimum return on harvest. The Rules also prohibit the retaining of essential crop by farmers without the consent of the Central Agricultural Board.
