The Minister may provide for the establishment of packing houses at which all tomatoes intended for export shall be graded and packed. Each packing house shall be operated under and controlled by a licence to be issued at the discretion of the Minister. A special packing house licence may be granted to any person who can satisfy the Minister that he or she is by his own efforts financing and cultivating forty or more acres of tomatoes. The Rules also prescribe requirements for the packing of tomatoes and provide that all tomatoes intended for exportation shall be inspected by inspectors of the Ministry.
