The Rules prescribe ports for purposes of the Agricultural Produce (Export) Act and provide that no person shall export any beans through a prescribed port unless the beans have first been inspected by an inspector in accordance with these Rules. The inspector may reject the beans to be exported or grade and mark them according to instructions set out in the Schedule and issue a (preliminary) export certificate of grade.
