Abstract

The Government of the Russian Federation and the administration of the Irkutsk Region proceeding from the necessity of rational use of the deposits of minerals and joint regulation of the use of subsoil, have agreed as follows: (a) This Agreement delimits plenary powers between the Parties in the sphere of the use of subsoil. (b) The present Agreement determines the list of the plots of subsoil of federal importance on the territory of the Irkutsk Region in accordance with the Annex that is integral part of the Agreement. (c) Management and establishment of the conditions for the use of the plots of land of federal importance on the territory of the Irkutsk Region must be carried out in accordance with the legislation of the Russian Federation on subsoil in concordance with the administration of the Irkutsk Region. (d) Management and establishment of the conditions for the use of the plots of land not classified as those of federal importance on the territory of the Irkutsk Region must be carried out in accordance with the legislation of the Russian Federation and the legislation of the Irkutsk Region on subsoil and by Committee on Geology and Use of Subsoil of the Irkutsk Region. (e) Revenues for the reproduction of mineral sources of raw materials transferred to federal budget and regional budget of the Irkutsk Region must be destined for the purposeful use. The amount of the aforesaid revenues is established in accordance with the legislation of the Russian Federation.
