The Agreement enters into force from the date of signature.
Abstract

The Government of the Russian Federation and the administration of the Nizhni Novgorod Region have agreed as follows: 1) The administration of the Nizhni Novgorod Region is authorized to fix higher coefficient to the basic charges for normative and exceeding discharge and escape of hazardous substances, waste disposal, other types of hazardous impact of environment and natural resources established by federal executive bodies. 2) 10 percent of the revenues for normative and exceeding discharge and escape of hazardous substances, waste disposal and other types of hazardous impact on environment transferred by enterprises, departments and organizations situated on the territory of the Nizhni Novgorod Region to federal budget must be destined for financing of regional environmental institutions of the Nizhni Novgorod Region. 3) An experiment regarding compulsory ecological insurance, including setting up insurance funds (reserves) is in course on the territory of the Nizhni Novgorod Region. 4) State executive bodies of the Nizhni Novgorod Region on the grounds of the basic charges established by federal executive bodies determine rates of water charges.
