Abstract

The Government of the Russian Federation and the Government of the Sverdlovsk Region have agreed as follows: 1) The present Agreement establishes the main provisions concerning delimitation of the sphere of competence and authority between federal and regional executive bodies as regards ownership, use and disposal of natural resources and environmental protection, as well as the main provisions as regards classification of natural resources situated on the territory of the Sverdlovsk Region as federal property and regional property. 2) The composition of federal natural resources on the territory of the Sverdlovsk Region must be determined in accordance with the annex to the present Agreement. Natural resources not classifies as federal property, pertain to regional or municipal natural resources in accordance with separate agreements concluded between state executive bodies of the Sverdlovsk Region and local administration. 3) The status of federal especially protected areas on the territory of the Sverdlovsk Region is determined in accordance with the legislation of the Russian Federation. 4) The status of the regional and municipal especially protected areas is determined in accordance with federal and regional laws. 5) State executive bodies of the Sverdlovsk Region establish, on the basis of basic normative charges, established by state executive bodies of the Russian Federation, differentiated charges for escape, discharge and disposal of hazardous substances and waste materials in environment and use of natural resources. 6) Fees for the use of subsoil resources on the territory of the Sverdlovsk Region are established in accordance with the Law of the Russian Federation “On subsoil”. 7) 10% of the revenues for normative and exceeding discharge and escape of hazardous substances, waste disposal and other types of hazardous impact on environment are transferred for the financing of the territorial environmental institutions of the Sverdlovsk Region.
