The general provisions contained in Chapter 1 are amended with respect to the applicability of provisions of section 19 of the same Chapter not only to rivers but also to the river bed and the river basin and the application for licences with the local Environment Offices for all matters which do not fall within the competence of the Water Court. Section 22 of Chapter 9 relates to the use of water provides for rights of holders of licences in accordance with this Chapter in periods of crisis of interruption of water supply to secure essential water supply.
