Abstract The purpose of this Act is to ensure public safety through the prevention and avertion of injury to persons, property and the environment caused by the production, use, transport, storage and handling of hazardous chemicals and explosives. The purpose of the Act is to promote public safety. The Act does however NOT apply to transport taking place outside of a production plant area or temporarily stored closest to this transport; to the manufacture, use and storage of explosives in mines to the extent determined by Mining Act (503/1965); to the use and storage of dangerous chemicals in vessels; and to radioactive substances or products containing radioactive substances. In order to prevent and avert damage caused by dangerous chemicals and explosives, the operator shall, when reasonably possible, adopt methods and comply with the necessary care. If reckless or negligent handling of a dangerous chemical or explosive leads to structures or polluting the environment, the operator causing such situation shall ensure that environmental structures and restoration shall no longer pose a danger to human health or the environment.
