Article 4 establishes the obligation of the producers to notify to the Inspectorate the volume of propagating material in stock by 30th September of every year. During the harvesting, processing, storage, transport, cultivation and preservation the material must be kept in separate lots and identified by: (a) the species and, if necessary, the sub-species, the variety and the clone (in case of plant propagating material); (b) its domestic cultivation (if known); (c) the place of origin; (d) the year of maturity of the seeds. Moreover, the packaging, labelling, transport and placing on the market as well as the import and export of the propagating material must be carried out according to the provisions of the present Act. In particular, it establishes the issue of a certificate of origin to give evidence of the origin and category to which the material belongs. A Technical Advisory Commission (to be established within 3 months of the entry into force of the present Act) shall give advises relevant to forestry activities and coordinate studies and researches for the improvement of propagating forestry material for reforestation. Said material shall be registered in the National Registers only if in compliance with the quality standards established by the present Act. Article 20 regulates the collection of seeds and the use of other products belonging to registered forests. Final provisions establish the penalties to be inflicted in case of contravention.
