Abstract

These amendments make better provision for the administration of surface waters that are placed under the administration of the central authority and concern quantity management of such waters. There shall be a quantity manager and a quantity plan for such waters. The manager may issue general rules for the discharge of water or abstraction of water. Such rules shall have regard to other requirements of water management and the groundwater level.
