For the purposes of this Act, “detergent” shall mean the product the composition of which has been specially studied with a view to developing its detergent properties, and which is made up of essential constituents (surfactants) and, in general, additional constituents such as adjuvants, intensifying agents, fillers additives and other auxiliary constituents. The production, keeping, placing on the market, introduction into the national territory and use of detergents where the average level of biodegradability of the surfactants contained therein is less than 90 percent shall be prohibited. The information specified in article 7 shall appear on the packaging. Further provisions regard penalties.
