Section 9 which prescribes penalties for the violation of provisions of section 4 is completely rewritten. A distinction between civil penalties and criminal penalties is made. In section 7 is inserted a clause which requires the Minister for Resources and Development to issue Regulations which set out procedures to certify species as cultured.
