The proposed consultation levy shall be paid by proponents for resource development projects and land management activities. In particular, payment of the levy shall be required for proponents seeking approvals under the Environmental Protection and Enhancement Act, the Forests Act, the Historical Resources Act, Part 8 of the Mines and Minerals Act, the Public Lands Act and the Water Act. The Minister may only use the Fund for the following purposes: a) to make grants in accordance with the regulations to First Nations and other identified aboriginal groups to assist them in developing capacity to participate in, and in meeting the costs of, any required Crown consultation in respect of provincial regulated activities; to pay the costs of administering the present Act.
