Abstract

Decision directed to Parties

Parties trading in specimens of saiga antelope species for commercial purposes should: 

a) take all possible measures to establish the origin of saiga antelope parts and derivatives to be exported and re-exported from countries outside the saiga range, including but not limited to genetic analysis, enquiries to countries of suspected origin, and sufficient evidence that parts and derivatives were not obtained in violation of the laws of the country of origin; 

b) not apply source code ‘‘Unknown’’ (U) to trade in saiga antelope specimens; 

c) strictly apply source code “Preconvention” (O), which applies only to saiga antelope specimens removed from the wild prior to 16 February 1995, and should limit its application only to specimens from stockpiles reported to the Secretariat; and 

d) exercise due diligence in reviewing requests to trade in saiga antelope specimens with source code “Unknown” (U) or “Preconvention” (O).
