Non-compliance Procedure of Slovakia under the Kyoto Protocol

Abstract
The question of implementation arose with respect to Slovakia’s 2011 annual inventory submission, regarding Slovakia’s national system and its calculation of estimates of greenhouse gas emissions. The preliminary finding indicated that a partial operational impairment resulted in non-compliance with guidelines under Article 5, paragraph 1, of the Kyoto Protocol. However, this did not affect the eligibility requirements under Articles 6, 12 and 17 of the Kyoto Protocol. Consequently, on 17 August 2012, the enforcement branch determined that Slovakia was not in compliance and was required to address the non-compliance within three months. In September 2012 and March 2013, Slovakia submitted the implementation plan and progress reports. Subsequently, the enforcement branch considered the 2012 annual report submitted by Slovakia and concluded that there no longer continues to be a question of implementation.
