Other Articles of Section I concern scholarships for Chilean citizens and consultation between the Parties. The Government of Chile shall grant fishing licences for Spanish vessels to fish in specified waters for surplus stocks of fish existing at any time, up to coverage of the estimated maximum sustainable yield for the fisheries for which the licences are requested. Granting of licences and fishing shall be subject to rules set out in Articles IV to XIII. In no case the licences granted shall hamper or impede fishing efforts of Chilean fishermen.
