Summary of provisions: (a) Establishes and maintain the Commission for the Conservation of the Southern Bluefin Tuna for the implementation of the Convention whose function to include: collection and accumulation of relevant information; considering regulatory measures for conservation, management and optimum utilization of southern bluefin tuna; deciding upon a total allowable catch and its allocation among Parties; and developing systems to monitor all fishing activities related to southern bluefin tuna (arts. 6(a), 8(2), (3) and (9)); (b) Establishes the Scientific Committee as an advisory body to the Convention (art. 9); (c) Each Party to take all action necessary to ensure the enforcement of the Convention and compliance with a total allowable catch and its allocation among the Parties and other measures as decided by the Commission which become binding on Parties (arts. 5(1), 8(3) and (7)); (d) Parties to provide the Commission with information relevant to the conservation of the southern bluefin tuna and to cooperate in the exchange of information regarding fishing (art. 5); (e) Requires the Commission to collaborate with other intergovernmental organizations which have related objectives (art. 12); (f) Parties to deter fishing activities for southern bluefin tuna of nationals, residents or vessels of any State or entity to the Convention which could undermine the attainment of the objective of the Convention and prevent their nationals from associating with such activities (art. 15).
