Résumé

This article evaluates the use of inspections as a compliance monitoring technique. The Clean Air Act is used to focus the discussion, but the material covers issues associated with inspections by EPA and/or a state under any environmental statute. Topics covered include who may inspect and how they may inspect. The article examines criminal and administrative inspections, particularly consensual searches and searches based on a warrant. It covers the inspection process from the selection of a target to the final report and addresses the legal responsibilities of both the inspector and the inspected party
