Developments in rapidly industrialising countries are highlighted. In these countries, institutional arrangements to cope with the demand for better control of the environment are not in place or not fully developed. In more developed countries, on the other hand, there is political pressure on regulatory authorities to reduce their workforce, reduce governmental influence, minimise costs, and at the same time continue to improve the environment in many areas
