The Plan shall, inter alia, include a survey decribing the conditions of natural and cultural resources, recommendations for watershed protection, guidelines for the management of land, and a project plan which shall outline all necessary tasks to implement the general plan. Not later than 4 years after funds where made available, a full text of the study and the plan shall be submitted to specified committees of the House of Representatives.
