Résumé This Act, composed of 49 Articles organized into eight sections, seeks to create a comprehensive legal framework for disaster risk reduction and management in Zanzibar within the United Republic of Tanzania. It delineates the institutional structure, authorities, functions, and financial aspects related to disaster management. Article 3 specifically establishes the Commission for Disaster Management, the governing body responsible for defining, promoting, and coordinating the policy implementation of disaster management for the Government of Zanzibar. Its main functions shall be (i) establish appropriate disaster management policies, regulations, plans, and guidelines for ensuring timely and effective response to disasters; (ii) facilitate disbursement of funds and other resources during emergencies; (iii) coordinate disaster relief operations and preparedness measures; (iv) strengthen the Government capacity to deal with disaster and emergency situations. Article 11 establishes a Technical Committee tasked with coordinating disaster risk reduction and management efforts. Moreover, Disaster Management Committees will be established at the district level throughout the Republic of Zanzibar. A similar arrangement applies to the Technical Committees, which will operate at the local level. These committees are responsible for managing disaster risk, including the development of sector-specific disaster management plans aligned with the Zanzibar Disaster Management Plan.
