Any person who keeps, or has possession of, or control over, one of these birds commits an offence under that subsection if it has not been registered and ringed or marked in accordance with these Regulations. Regulation 5 states that where a bird of a species listed in the Schedule is registered on the CITES register, it is treated as being registered in accordance with these Regulations.
