Regulation 4 specifies licence fees. Regulations 5 to 7 provide for licence application and granting procedures. Regulation 9 allows the keeping of a spare whaling vessels subject to conditions specified in that regulation. Whaling vessels shall not be used until the factory vessel is ready to process whales (reg. 10). No more than twenty carcasses of whales shall be dealt with at the same time. The whaling officer may put a stop on whaling if catch exceeds demand. Regulation 14 concerns statistical returns. Remaining regulations deal with the mooring of carcasses of whales, specify minimum length of whales allowed to be caught, and prescribe penalties.
