Rule 3 specifies requirements for fish farming. The Government may take over management and control of tanks and shall serve a notice on owners for that purpose. Tanks that are taken over shall either be publicly managed or be leased to third parties. Not less than eight and not more than 20 persons may apply to the District Fishery Officer to be permitted to form a Fish Production Group. The purpose of such group shall be to produce fish and sell such produce in an effective manner. A certificate of registration shall be issued by the District Fishery Officer. Various fish production groups may form a Central Fish Production Group. All Central groups may form themselves in an Appex group at national level. Importers, wholesalers, auctioneers, etc. of fish shall be included in a levy roll for purposes of paying levy on trade of fish. Various rules of trade are prescribed.
