Water utilities are defined as a person who owns or operates "equipment or facilities for the diverting, developing, pumping, impounding, distributing or furnishing of water to or for 5 or more persons, or corporation, for compensation and the "lessee, trustee, receiver or liquidator of a person" referred to above.
